International Open Public Digital Library (IOPDL)

is an open public digital library for the public to access digital resources all around the world for free or with at least restrictions as a nonprofit organization. ‘Open’ means no limitations relating to geography, time, cost, authorization, and quality and quantity of collections. There are five requirements to establish it.

Evaluating Digital Libraries

A general requirement to establish IOPDL is to discover Well-Designed Digital Libraries (WDDLs), since it will consist of new published collections and links to existing qualitative and quantitative collections of WDDLs in many subject areas.

Common Terminology (CT)

A technological requirement is to achieve interoperability among WDDLs. CT is developed as a bridge terminology of widely used metadata standards to achieve interoperability among selected WDDLs and among different metadata standards allowing communities to use their own standards while providing uniformity to searching.

Financial Support

The requirement for financial aid is as significant as need for cooperation among the selected WDDLs. A suggested method for financial aid is that IOPDL is supported by every state and government of participating countries.

One United Organization

General, technological, and financial requirements should be governed by a united organization. The united organization may consist of and be managed by leaders of WDDLs or governments of participating countries.

International Open Public Digital Library (IOPDL) is an open public digital library that makes collections all over the world freely accessible to the public by cooperation with selected Well-designed digital libraries by evaluations.

The proposed IOPDL will impact significantly in library, technology, and education fields: inspiring existing digital libraries to improve their services and quality of collections for the inclusion; sharing their infrastructure; developing cutting-edge technology; providing a life-long learning center; and engaging all ages’ users in the U.S. and the world.

What is International Open Public Digital Library, Purpose and Mission, Structure, the Requirements, and History?

IOPDL Project has been processing since 2008. IOPDL project has been processed in mainly three projects: Evaluating Digital Libraries project, Common Terminology (CT) project, and Initiating IOPDL Corp.

As a prototype, evaluating digital libraries was conducted to determine well-designed digital libraries (WDDLs) for the inclusion of International Open Public Digital Library (IOPDL).

Common Terminology (CT) has been developed to achieve and improve metadata interoperability among cooperating Well-Designed Digital Libraries (WDDLs) for IOPDL. CT project has conducted during May 2012 to 2014 at Graduate School of Library and Information Science (GSLIS) in the University of Illinois at Urbana-Champaign (UIUC) in the USA.

Financial Support model for International Open Public Digital Library (IOPDL) is to be supported and contributed by every state and the governments of the USA and participating countries. Amount of contribution may be different based on finance status of each state or government, it is essential.

International Open Public Digital Library (IOPDL) Corp. is initiated in January, 2015. IOPDL Corp. is registered as non for profit and tax- exempt organization, exclusively for charitable, scientific, and educational purposes.

News and History of IOPDL Project

February of 2017. The IOPDL and CT websites, iopdl.org/common-terminology-ct and ct.iopdl.org, are updated for the upgraded CT version 1.1.

January of 2017. The Common Terminology (CT) version 1.1 is upgraded. The updated CT version 1.1 changes or omits few unnecessary qualifiers of version 1.1 based on analyses of CT usage used in conversions from EDM of Europeana, MAP of DPLA, National Library of Korea, Harvard and MIT metadata records.

2017 News The upgraded CT version 1.1 The IOPDL and CT websites, iopdl.org/common-terminology-ct and ct.iopdl.org, are updated for the upgraded CT version 1.1 on February of 2017. In January of 2017, the Common Terminology (CT) version 1.1 is upgraded. The updated CT version 1.1 changes or omits few unnecessary qualifiers of version 1.1.

2016 News

2016 News December of 2016. EuropeanaEDMtoCTConversion is developed from September, 2016 to convert Europeana Data Model (EDM) records of Europeana into the developed Common Terminology (CT). Europeana offered ways to access their data at http://labs.europeana.eu/api. Thanks to their kind offer, the HarvestEDM program was developed, which harvests their metadata records via their OAI-PMH Service by sets.
